وإذ تسلم أيضا بالدور المهم الذي يضطلع به الشباب، بما يشمل الشابات والفتيات، في التعجيل بالعمل المناخي، وبأن التصدي لتغير المناخ يتطلب تنسيق الإجراءات بين الحكومات والجهات المعنية الأخرى، بما في ذلك المنظمات التي يقودها الشباب،

وإذ تشير إلى المبادرات الشبابية التي جرت في سياق التحضير لجلسات مؤتمر الأطراف في اتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ بهدف المساهمة في تعزيز الطموحات المتعلقة بالعمل المناخي بقيادة الشباب وتنفيذ إجراءات ملموسة لتحقيق أهداف اتفاق باريس، وإذ تشدد على أهمية مشاركة الشباب في مؤتمرات الأطراف،

1 - تعيد التأكيد على أن جميع المجالات ذات الأولوية الخمسة عشر لبرنامج العمل العالمي للشباب مترابطة ويعزز بعضها بعضا، وتشدد على الدور الذي تؤديه لجنة التنمية الاجتماعية في مساعدة الدول على تنفيذها؛

2 - تكرر التأكيد على أن المسؤولية الرئيسية عن تنفيذ برنامج العمل العالمي للشباب تقع على عاتق الدول الأعضاء، ومن ثم تحث الحكومات على أن تقوم، بالتعاون مع الشباب والمنظمات التي يقودها الشباب والتي تركز على الشباب وغيرها من الجهات المعنية، بوضع سياسات وبرامج متكاملة وكلية وشاملة وفعالة للشباب وتقييمها بانتظام، في إطار متابعة وتنفيذ برنامج العمل العالمي للشباب على جميع المستويات، وأن تكفل أن تعكس السياسات والبرامج المتعلقة بالشباب آراء الشباب ومنظوراتهم وأولوياتهم وأن تكون مزودة بالموارد الكافية وشفافة وخاضعة للمساءلة؛

又认识到包括青年妇女和女童在内的青年人在加快气候行动方面的重要作用，应对气候变化需要各国政府与包括青年组织和由青年主导的组织在内的其他利益攸关方采取协调行动，

回顾为筹备《联合国气候变化框架公约》缔约方会议各届会议而举办的青年倡议活动，其目的是推动加大青年主导的气候行动力度，采取具体行动实现《巴黎协定》的各项目标，并强调青年人参加缔约方会议的重要性，

1. 再次申明《世界青年行动纲领》  的所有15个优先领域都相互关联且相辅相成，并强调社会发展委员会在支持各国执行该纲领方面发挥的作用；

2. 重申执行《世界青年行动纲领》的首要责任在于会员国，因此敦促各国政府与青年以及由青年主导和以青年为重点的组织及其他利益攸关方合作，制定综合、全面、包容和有效的青年政策和方案，并定期对其进行评价，作为《世界青年行动纲领》在各级的后续行动和执行工作的一部分，并确保青年政策和方案反映青年的意见、观点和优先事项，并且资源充足、透明和可问责；

Recognizing also the important role of young people, including young women and girls, in accelerating climate action, and that tackling climate change requires coordinated action between Governments and other stakeholders, including youth and youth-led organizations,

Recalling youth initiatives held in preparation for the sessions of the Conference of the Parties to the United Nations Framework Convention on Climate Change, with the aim of contributing to the increase of youth-led climate ambition and implementing concrete actions to achieve the objectives of the Paris Agreement, and emphasizing the importance of the participation of young people in the Conferences of the Parties,

1. Reaffirms that all the 15 priority areas of the World Programme of Action for Youth  are interrelated and mutually reinforcing, and emphasizes the role that the Commission for Social Development plays in supporting States in its implementation;

2. Reiterates that the primary responsibility for implementing the World Programme of Action for Youth lies with Member States, and therefore urges Governments, in cooperation with youth, youth-led and youth-focused organizations and other stakeholders, to develop integrated, holistic, inclusive and effective youth policies and programmes and to evaluate them regularly, as part of the follow-up on and implementation of the World Programme of Action for Youth at all levels, and to ensure that youth policies and programmes reflect the views, perspectives and priorities of youth and are adequately resourced, transparent and accountable;

Consciente du rôle important des jeunes, notamment des jeunes femmes et des filles, dans l’accélération de l’action climatique, et constatant que la lutte contre les changements climatiques exige une coordination de l’action menée par les gouvernements et les autres parties prenantes, y compris les jeunes et les organisations dirigées par des jeunes,

Rappelant les initiatives menées par des jeunes en prévision des sessions de la Conférence des Parties à la Convention-cadre des Nations Unies sur les changements climatiques, afin d’accroître l’ambition climatique, sous l’impulsion des jeunes, et de mettre en application des mesures concrètes en vue d’atteindre les objectifs de l’Accord de Paris, et soulignant l’importance de la participation des jeunes à la Conférence des Parties,

1. Réaffirme que les 15 domaines d’activité prioritaires du Programme d’action mondial pour la jeunesse  sont interdépendants et se renforcent mutuellement, et souligne le rôle que joue la Commission du développement social pour aider les États à mettre en œuvre le Programme;

2. Souligne de nouveau que l’application du Programme d’action mondial pour la jeunesse incombe au premier chef aux États Membres, et, par conséquent, demande instamment aux gouvernements, agissant en coopération avec les jeunes et les organisations dirigées par des jeunes ou axées sur la jeunesse, d’élaborer des politiques et programmes intégrés, globaux, inclusifs et efficaces en faveur de la jeunesse et de les évaluer régulièrement, dans le cadre du suivi et de la mise en œuvre du Programme d’action mondial pour la jeunesse à tous les niveaux, et de veiller à ce que les politiques et programmes en faveur de la jeunesse reflètent les vues, les perspectives et les priorités des jeunes et à ce qu’ils soient transparents, dotés de ressources suffisantes et conformes au principe de responsabilité;

учитывая также, что молодежь, в том числе молодые женщины и девочки, играет важную роль в ускорении действий в области климата и что решение проблемы изменения климата требует скоординированных действий правительств и других заинтересованных сторон, включая молодежные и возглавляемые молодежью организации,

напоминая о молодежных инициативах, которые были осуществлены в рамках подготовки к сессиям Конференции сторон Рамочной конвенции Организации Объединенных Наций об изменении климата с целью содействия повышению амбициозности возглавляемых молодежью мероприятий в области климата и реализации конкретных мер для достижения целей Парижского соглашения, и особо отмечая важность участия молодежи в работе Конференции сторон,

1. подтверждает, что все 15 приоритетных областей Всемирной программы действий, касающейся молодежи , связаны между собой и подкрепляют друг друга, и особо отмечает роль, которую Комиссия социального развития играет в оказании государствам поддержки в ее осуществлении;

2. вновь заявляет, что главная ответственность за осуществление Всемирной программы действий, касающейся молодежи, лежит на государствах-членах, и поэтому настоятельно призывает правительства, действуя совместно с молодежью, возглавляемыми молодежью и ориентированными на ее интересы организациями и другими соответствующими заинтересованными сторонами, разработать комплексные, целостные, всеохватные и эффективные молодежную политику и программы и регулярно проводить их оценку в рамках последующей деятельности и реализации Всемирной программы действий, касающейся молодежи, на всех уровнях, а также обеспечивать, чтобы молодежная политика и программы отражали мнения, интересы и приоритеты молодежи и были достаточно обеспечены ресурсами, были прозрачными и подотчетными;

Reconociendo también que el papel esencial desempeñado por la juventud, incluidas las mujeres jóvenes y las niñas, en la aceleración de la acción climática, y que la lucha contra el cambio climático requiere una acción coordinada entre los Gobiernos y otras partes interesadas, en particular los jóvenes y las organizaciones juveniles,

Recordando las iniciativas de la juventud organizadas como preparación para los períodos de sesiones de la Conferencia de las Partes en la Convención Marco de las Naciones Unidas sobre el Cambio Climático, con el objetivo de contribuir a una mayor ambición climática liderada por los jóvenes y a la aplicación de medidas concretas para alcanzar los objetivos del Acuerdo de París, y poniendo de relieve la importancia de la participación de la gente joven en las Conferencias de las Partes,

1. Reafirma que las 15 esferas prioritarias del Programa de Acción Mundial para los Jóvenes están interrelacionadas y se refuerzan mutuamente, y pone de relieve la función que la Comisión de Desarrollo Social desempeña para apoyar a los Estados en su ejecución ;

2. Reitera que la responsabilidad primordial de la ejecución del Programa de Acción Mundial para los Jóvenes corresponde a los Estados Miembros e insta a los Gobiernos a que, en cooperación con los jóvenes, las organizaciones juveniles y dedicadas a la gente joven y otras partes interesadas pertinentes, formulen políticas y programas relativos a la juventud de carácter integrado, holístico, inclusivo y efectivo, y los evalúen periódicamente como parte de las actividades de seguimiento y ejecución del Programa de Acción a todos los niveles, y velen por que las políticas y programas relativos a la juventud reflejen los puntos de vista, las perspectivas y las prioridades de los jóvenes, y que estén debidamente dotados de recursos y se lleven a cabo con transparencia y rendición de cuentas;
